PRINCIPAL JOB DESCRIPTION


Under the general direction of the Superintendent, the principal provides leadership for the school site.

Instructional Leadership

The principal is responsible for establishing a climate for learning by developing mutual trust and respect among those professionals involved in the instructional program by:

1. Identifying, developing and evaluations the goals and objectives of the instructional program.
2. Assisting in identifying and evaluating the instructional needs of all students.
3. Identifying, developing, and coordinating the support services, inservice and resources available to teachers.
4. Assigning, supervising and evaluating school staff.
5. Coordinating the selection, purchase, use and evaluation of curriculum materials, instructional supplies and equipment and making appropriate recommendations.
6. Assisting in the development, implementation, articulation and continuous evaluation of the instructional objectives.


Administrative Leadership

The principal ensures the efficient organization and administration of the total school program in accordance with the Education Code and Board policy. This includes establishing clear lines of responsibility with necessary delegation of authority.

1. Participates in the selection and assignment of the school staff.
2. Coordinates support services as provided within the school, district, county, state and community.
3. Interprets and applies legal requirements, rules, regulations, policies and procedures with teachers, students and parents, and makes necessary recommendations for changes.
4. Maintains timely and effective communication with the Superintendent, district office personnel, community and staff.
5. Participates in and seeks solutions to administrative matters affecting the school and district.
6. Serves on the Management Team.
7. Schedules activities, programs and classes according to student needs.
8. Sees that extra-curricular activities are properly organized and supervised.
9. Provides leadership to the staff in determining objectives and identifying school needs as the basis for developing long- and short-range plans for the school.
10. Develops and implements school plans and organizational procedures for the health, safety, discipline and conduct of students as established in district procedures
11. Promotes and participates in articulation with elementary, intermediate and high school personnel, and other youth serving agencies.
12. Plans, supervises and directs the business operation of the school in accordance with district policies and procedures.
13. Manages the school site budget; participates in the formulation of the district budget.
14. Contributes to the development and revision of district policies and procedures.
15. Establishes a system for selection, purchase and evaluation of supplies and equipment.
16. Maintains records necessary to the total operation of the school.
17. Coordinates facility operations and utilization of the school. 
18. Assists in district school plant planning.
19. Supervises daily custodial operations and evaluates site custodial staff.


School Climate

The principal establishes a positive school climate by:

1. Encouraging a professional school climate for students and staff which supports high morale.
2. Developing school plans and organizational procedures for the health, safety, discipline and conduct of students as established by school and district procedures and policies.
3. Maintaining a school environment in which communication, participation and teamwork among staff, students, administrators and community are encouraged.
4. Encouraging new ideas and maintaining a positive attitude and a spirit of flexibility.
5. Organizing and scheduling the school in a manner that is conducive to a positive school environment.
6. Determining that school policies concerning students are well known to all concerned.

Student Relations

The principal promotes the expectation of positive student relations by:

1. Frequently visiting classrooms, playground and extra-curricular activities.
2. Being available to students on a regular basis.
3. Counseling with students concerning preventive and remedial measures.
4. Serving as a liaison between student and teacher.
5. Dealing consistently with all students in accordance with the school and district discipline policies and procedures.
6. With the assistance of faculty, students and parents planning and organizing activities and programs for the student's benefit.


Parent and Community Relations

The principal promotes good relations with parents and the community by:

1. Developing programs with the community as a means of interpreting and furthering school programs through parent groups and other community organizations.
2. Interpreting the school program to the parents and the community.
3. Encouraging and enlisting the support of parents and community groups in maintaining quality instruction and a positive school climate.
4. Actively participating in the Parents Club programs.
5. Counseling with parents about individual student needs.
6. Encouraging teachers to promote good public relations through their classroom activities with the students.
7. Serving as a liaison between parent and teacher.
8. Coordinating effective use of college and community resources and personnel.


Staff Relations

The principal promotes sound relations among staff by:

1. Encouraging program improvements; supporting new and innovative solutions to instructional issues where appropriate.
2. Communicating an interest in and an awareness of each teacher's instructional program.
3. Establishing effective lines of communication so that all staff members have the opportunity to contribute to the school program.
4. Assisting and counseling staff members in areas of student, parent and staff concerns and needs.
5. Supervising and evaluating the performance of all assigned personnel in a timely manner in accordance with the district's negotiated agreements for evaluation and assessment. Recommending appropriate action in cases of performances that need improvement and identifying and encouraging individual teachers with leadership potential.

Professional Growth

The principal encourages the professional growth of the staff by:

1. Engaging in a program of professional growth activities including professional reading, university course work and attendance at forums and conventions.
2. Being receptive to changes and innovations in education.
3. Demonstrating a genuine pride and loyalty toward the profession of education.

Board Highlights June 23d, 2014


Speak Up Be Safe Program (SUBS) Carol Sheenan, Director
·      Increases communication
·      Provides strategies to be safe
·      Reduces high risk behavior
·      Engages teachers
·      Reinforcement learning sessions
·      Teacher is in the classroom the entire time

SUBS DATA
·      3,500 students have been served in 2013-14 throughout Lamorinda
·      1,100 students in Orinda have participated
·      6 opted out
·      80 Teachers from 3 districts answered survey
·      85% of Orinda Teachers would recommend the SUBS program
·      266 Parents from 3 districts completed survey and support the program

SUBS Program for 2014-15
·      Continue to provide SUBS program in Lamorinda
·      Improvements – More small group discussions and games.
·      Always open to feedback
·      Improve communication between schools and parents/caregivers
·      More information will be provided to parents in 2014-15
·      Take home information will go home to parents

·      Sara - Is there autonomy for Orinda to make decisions?
·      Kathy - Lafayette has an elementary teacher on the steering committee
·      Kathy - There’s also a Psychologist on the steering committee
·      Kathy - Another classroom teacher could participate
·      Sara – She wants a classroom teacher on the committee
·      Sara – Is there a Board member on the steering committee?
·      Sara – There have been parent concerns
·      Sara – How was this program chosen?
·      Sara – Who developed the curriculum?
·      Sara – What’s the review of the curriculum?
·      Sara – What curriculum changes will be made?
·      Sara – What is the process for modifying the curriculum?
·      Sara – I would like to see all the survey responses/comments
·      Carol – One time assemblies are not the most effective way to present this information

Local Control Accountability Plan (Kathy Marshall)

·      The Coordinating Council was identified as the Parent advisory group

·      Ed – Cost is $450,000
·      Sara – Need better monitoring to avoid an unsafe situation
·      Charles – With the canopy roofs being so dangerous, I would hope there would be better monitoring in the future

·      Ed - Enterprise Roofing Cost is $379,281
·      Charles – I appreciate the added energy efficiency by using a lighter color roof to help reduce the heat gain inside the buildings.

Discussion Item B – Parcel Tax Independent Citizens’ Oversight Committee Appointment (Loreen Farrell)
·      Chris – Would we like to stagger appointments?
·      Chris – Should there be a 2-year or 4-year commitment?
·      Julie – How do we fill those vacancies?
·      Loreen – No one expressed not wanting to continue on this committee.
·      Sara – Why are there only 5 people on this committee?  I would like 7 members on this steering committee.
·      Sara - Acalanes has a higher number of people on a similar steering committee.
·      Julie – Why do we need 7 members on this committee?
·      Chris – Would a bigger number of people be an impediment for scheduling dates? 
·      Loreen – Yes.  We tried to get all 5 to attend but things happen. 
·      Matt – The committee felt a 5-member committee was enough.
·      Sara – Greater participation is healthy.
·      Sara – Were you thinking of keeping the same 5?
·      Chris – With people wanting to stay, I suggest increasing the commitment to 4 years.
·      Meeting dates:  December/January and end of June
·      Chris – What would be a good beginning term date? 
·      Loreen – March/April

·      Sara – I’m not clear
·      Chris – Loreen will have the committee make suggestions for length of term and staggering the terms.

Discussion Item C – Board Policy/Administrative Regulation 7214 – General Obligation Bonds
·      This policy has been updated to reflect the new law (AB182) that requires greater transparency for the use of capital appreciation bonds and other bonds that allow for compounding of interest.  It also reflects the new law (SB 581) that requires that the performance and financial audits be submitted to the citizens’ oversight committee at the same time they are submitted to the District.  It also requires the Board to respond to all findings, recommendations, and concerns within three months of receiving the audits.
